Carsdale Redevelopment
The former Village’s Works Yard was declared surplus in 2004 and
placed on the market. The zoning on the site is RD-7 – a
residential zone - and is unchanged from pre-amalgamation days.
The land was sold through the City’s tendering process. The
successful bidders are proposing to redevelop the site for
residential purposes in a manner reflecting the transitional
nature of the site. They are proposing two separate attached
dwellings – one of 4 units on the northern side of the site, the
other of 6 units on the southerly side. The result would require
rezoning. When apprised of the intent of the purchasers (Uniform
Developments), I suggested that they present their proposal to the
RPRA’s planning sub-committee and to the affected surrounding
property owners at a public meeting in advance of any applications
being filed with the City. Subsequently, I chaired a meeting on
June 29th at the Community Hall. A City planner, Mr. Saide Sayah,
was on hand to assist with any process or zoning issues. I believe
that the meeting was useful to the community and to the
proponents. The latter must now decide how they wish to proceed.
City road projects this summer
• Wood, Maple (east of Acacia,) & Juliana:
Repairs to infrastructure under these roads, is being undertaken
this year. The underlying ground on the lower portions of these
roads requires special construction strategies in order to avoid a
repetition of the annual ‘heaving’ phenomenon experienced in those
areas. The initial proposal to provide rounded cul-de-sacs has
been abandoned after consultation with the community. The one
exception is the cul-de-sac on lower Wood where a rounded
cul-de-sac already exists. As well, as part of these works, the
pedestrian stairway connecting upper and lower Wood will be
rebuilt to a higher and safer standard. Most of the work will be
completed this year, leaving a new paved road surface prior to
freeze-up. A final finishing layer, as well as any landscape
repairs at the edges, will wait the next construction season.
• Maple (west of Springfield) & Lisgar:
Repairs to infrastructure under these roads, will also be
undertaken this year. A public meeting concerning this project was
held at the Lindenlea Community Centre on February 28th of this
year. The sewer work on Lisgar is proceeding well and should be
done within the next few weeks. They will then move on to water
main and roadwork before starting on Maple Lane. It is expected
that the work for this phase should be completed by October.
Princess will have to wait for next year, unfortunately.
Negotiations with the NCC meant that more time was required for
plans to evolve further.
