Pesticides and the Supreme Court
This past June, the Supreme Court issued a landmark decision clarifying the ability of municipalities to regulate the use of pesticides on private property. The result of the Court's decision in the Hudson case meant that the City of Ottawa would appear to have the necessary jurisdiction to control such substances although the control could not be an absolute prohibition. If the municipality wanted to move to restrict the application of pesticides it would have to do so in a way which was consistent with the principle of advancing the interests of the health of the citizens of Ottawa. A by-law which "permits the use of pesticides in certain situations where the use of pesticides is not purely an aesthetic pursuit" would appear to be legitimate as a result of the Court's decision. The Hudson by-law, for instance, allowed for the use of pesticides (as defined in the by-law) inside of a building, for public or private swimming pools, to control or destroy animals which constitute a danger for human beings, to control or destroy plants which constitute a danger for human beings who are allergic to them, for agricultural or horticultural uses provided that notice of schedule of application of the pesticides is given, or a biological pesticide to control or destroy insects which constitute a danger or inconvenience for human beings.
In order for the City of Ottawa to move forward on this issue Council would need to identify resources as part of the coming budget exercise for an adequate and thorough consultation of the larger community in 2002. Potentially, the issue could be resolved in time for the 2003 growing season.
Les autocars touristiques dans New Edinburgh
Cet été la ville a installé des enseignes aux angles des que font les rues Stanley, John, Alexander et Mackay avec la rue Sussex afin d'empêcher que les autocars puissent se servir de ces rues pour entrer dans le voisinage. Il est prévu que les autocars à destination de la résidence du Gouverneur général devront se servir de Rideau Gate pour ensuite quitter par les rues Thomas et Mackay. Ceci semble être le circuit le plus sécuritaire et ayant le moins d'impact pour le voisinage.
Crichton et Beechwood
Les travaux débuteront bientôt à l'angle de ces rues afin de rendre l'endroit plus sécuritaire pour les piétons. Les modifications avaient été prévues suite à une étude qu'avait mené la Ville en étroite collaboration avec un comité de citoyens du secteur.
Un projet-pilote de réorientation des déchets organiques
À l'heure actuelle, les résidents d'Ottawa réorientent environ 31 % de tous les déchets solides produits comparativement à 27 %, en moyenne, pour l'ensemble des résidents de la province. La Ville récupère, entre autres, près de 60 000 tonnes de produits recyclables déposés dans les boîtes bleues et noires et plus de 25 000 tonnes de feuilles et résidus de jardinage. Cependant, les objectifs de réorientation des déchets fixés à 50 % par les gouvernements fédéral et provincial laissent entendre qu'on peut faire mieux, comme on a pu le constater dans des collectivités comme Halifax et Edmonton.
La Ville d'Ottawa lancera bientôt un projet-pilote de réorientation des déchets organiques qui touchera environ 5 500 ménages dans dix quartiers différents. La communauté de New Edinburgh sera une des communautés participantes à ce projet. On vous transmettra les directives complètes et un nouveau calendrier de collecte avant le lancement du projet. Il y aura une séance portes ouvertes au cours de laquelle on vous communiquera d'autres renseignements, on répondra à vos questions et on donnera suite à vos préoccupations.
The Pond
Many residents of the Burgh have heard rumours that access to the Pond for swimmers will change. It is true that City staff have concerns regarding liability issues under the current rules. I am working with staff to see how these concerns can be addressed with as few changes, if any, to the hours of operation of this wonderful facility. The status quo seems ideal as the current system has served well for quite a few years. The matter may be difficult to resolve and will likely require a meeting of the community of users and affected parties (i.e. neighbours). Currently, sometime in November seems possible although no date has been set at this time.
