Road Works in the Neighbourhood
The affected streets will include Maple from Springfield to Lisgar,
Princess from the Parkway to Lisgar and then Lisgar to the
Dufferin/Rideau Terrace intersection. This intersection is to be
reconfigured, something that the community has requested some
years ago. The greatest need is the rehabilitation of underground
water and sewer works. Project details to be carefully considered
include intersection configurations, width of rebuilt roadways and
the presence or absence of sidewalks. The active involvement of
the NCC (Princess/Parkway intersection & the road right-of-ways
adjacent to Government House) may increase the complexity of
achieving consensus on this project. The affected communities,
which include New Edinburgh, will be consulted, first through
their community associations, and then by means of a general
public meeting. Those interested should make a note of Monday,
February 28, 2005. The meeting will get underway at 7:30 p.m. at
the Lindenlea Community Centre on Rockcliffe Way. Details will be
posted in community centres and on your Rideau-Rockcliffe website.
Normes pour les trottoirs et l’éclairage des rues
Dans les quartiers bien établis, tel New Edinburgh, les questions
de trottoirs et d’éclairage reviennent souvent lors des
consultations publiques entourant les projets de réfections. Avis
aux intéressés, la Ville espère pouvoir mettre de l’avant, d’ici
mars 2005, le mandat du plan directeur pour les piétons. Ce plan
déterminera les critères quant aux rues requérant un trottoir
ainsi qu’à la largeur et aux types de revêtements (béton ou
asphalte) de ce dernier. Veuillez également noter qu’un plan
stratégique visant l’éclairage est en cours. Cette étude sera
complétée d’ici la fin du printemps 2005. Des consultations
publiques permettront aux résidents de faire part de leur point de
vue quant aux propositions avancées par les fonctionnaires
municipaux.
Plan d’aménagement communautaire de l’avenue Beechwood - Mise à
jour
Ce projet a été décrit dans son ensemble dans l’édition d’octobre
de ce journal. Le comité directeur a entrepris ses rencontres. La
consultation publique prendra son envol en 2005. Il faudra un an
pour mener cette étude à terme. La présidente de NECA fait partie
de ce comité directeur.
Street Renaming
In 2002, Council approved 150 street name changes, made necessary
as a result of amalgamation. The Municipal Act requires that
street names within a municipality provide clear unambiguous
identification of properties. The requirement is especially
evident when one considers the needs of emergency services
(police, fire, ambulance) and those in urgent need of their
services. The next phase will resolve another 77 anomalies deemed
as presenting the highest risk for confusion. In your area, some
of the identified streets are: River Lane, Rideau Terrace/Gate,
Lisgar, Rockcliffe Way/Parkway/Road and Elmdale Avenue/Lane. All
affected addresses will be contacted in writing. As well, the
“Process for the Street Names or Street Numbering Anomalies
Review”, the “Public Consultation Process” and all streets
appearing on the list in Rideau-Rockcliffe will be posted on our
web-site (see below).
City Official Plan – Amendment
The City’s Official Plan, adopted in May 2003, was the subject of
numerous appeals to the OMB from the retail sector and the
commercial development industry as well as various community
associations. As a result of Council-approved discussions, which
were to address as many of the common elements as possible, an
amendment (currently unnumbered) to the O.P. is being proposed. Of
particular interest to residents of New Edinburgh may be those
elements dealing with “Compatibility of Development” (Section
2.5.1), “A Design Strategy for Ottawa” (Section 2.5.6),
“Collaborative Community Building and Community Design Plans”
(Section 2.5.7) and “Mainstreets” (Section 3.6.3). The document
should be available on the City’s web page soon. It was to be part
of the Planning Committee’s agenda on the 8th of February but I am
given to understand that it will be rescheduled.
